PHILIPPINE CONGRESS MIDDLE MANAGERS HONE LEADERSHIP SKILLS IN DAP-CBILLS TRAINING

Tagaytay City, Philippines — The Development Academy of the Philippines (DAP), through its Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Program, conducted a course titled “High-Performance Leadership” for the Middle Managers track from April 20 to 23, 2026, at the DAP Conference Center. 

Attended by 25 legislative officers and staff from the Philippine Congress, the course aimed to strengthen the leadership capabilities of the scholars by encouraging them to reflect on their leadership foundations and experiences while helping them build authentic connections with the people they lead in their respective workplaces. 

Certified Executive and Team Coach Ms. Czarina Teresa B. Teves led the discussions on leadership concepts and group dynamics. Through personality and leadership style assessments, the scholars gained deeper self-awareness regarding their individual strengths and tendencies. Ms. Teves also introduced frameworks for teamwork and conflict management based on temperament, noting that it is just one lens through which to understand people.

Additionally, she underscored the importance of mastering multiple leadership styles—including authoritative, affiliative, democratic, and coaching—enabling leaders to adapt effectively to different situations for optimal results.

Deputy Secretary Marivic Laurel-Garcia shares insights on the issues and challenges in leadership in the Philippine Congress

To enrich the scholars’ learning experience, Senate Deputy Secretary for Legislation Atty. Marivic Laurel-Garcia contextualized the leadership concepts and discussions by sharing invaluable insights drawn from the actual work environment in the Philippine Congress.  Drawing from her experience in leading legislative teams, she highlighted common challenges leaders face in the legislative setting, such as the political landscape and conflict between office mandates and personal convictions. She also shared practical strategies that scholars could apply in their respective roles and offices. As part of the course requirement, the scholars participated in leadership scanning exercises focused on their leadership vision, which served as the foundation for developing their individual leadership development plans.

The  course is the first of two offerings under the Middle Managers track of this year’s CBILLS Program, which aims to strengthen the leadership, management, and technical skills of the Congressional officers and staff through continuous capacity-building interventions.
