DAP RELAUNCHES MODULE ON POLICY MONITORING AND EVALUATION FOR 2023 CBILLS EMERGING LEADERS

The 2023 Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Emerging Leader Scholars have completed their third and final module entitled “Policy Monitoring and Evaluation,” from 10 to 14 July 2023 at the DAP Conference Center, Tagaytay.  This residential module aimed to strengthen the participants’ knowledge and skills in monitoring and evaluation through the use of data and evidence in determining the impact and effectiveness of public policies through different frameworks, tools, and techniques.

The module highlighted the critical role of monitoring and evaluation in the Congress. It was composed of various sessions with activities and workshops leading to the development of their final module requirements – M&E Indicators and an Oversight Monitoring and Evaluation Plan. The sessions and workshops were handled and facilitated by the following resource persons and panelists (1) Director Gilbert Lumantao of the Development Academy of the Philippines; (2) Director Aldwin Urbina of the National Economic and Development Authority (3) Deputy Secretary General Romulo Emmanuel Miral, Jr. of the House of Representatives; (4); Director Mercedita Urbano of the Senate of the Philippines, and (5) President Enrique Lozari of the Pilipinas Monitoring Evaluation Society.

The module concluded through an integration and closing activity wherein the participants developed a roadmap that detailed their action steps to enhance and maintain, as well as steps to acquire and develop in their personal and professional lives. The participants also created a Coat of Arms representing their personal symbol and serving as their personal compass.

The Emerging Leaders Track under the CBILLS program is a customized set of learning interventions designed for the legislative staff and officers of different offices from the House of Representatives and Senate of the Philippines. This year, a total of 41 participants are enrolled in the track.
